Speculation: Could the huge mempool backlogs we saw have been caused by darknet tumbling?

Dutch police say they had control of Hansa from at least June 20th. True, the mempool was already suffering less stress at that point than it had a month earlier, but the backlog (according to blockchain.info, the drop-off was pretty extreme right around the time that the Dutch police rerouted deposits to addresses they controlled.

I don't know if i'm making too big a leap here, but i recall reading u/luke-jr complain that so many transactions were "spam", without being able to quantify what the spam was. Perhaps the internal machinations of those markets was the cause?
