Stat guys: Wouldn't it be better for cg to randomize if AFTER rancor solos?

I am bad at math but wouldn't it be better to randomize after people post solos? If you randomize 50 members there is a higher chance to not place top 3 vs if you only randomize people who solo. Is that wrong?
