Macbook Pro boots to macOS after running bootcamp assistant.

I'm trying to install Windows on my Macbook Pro. I've run bootcamp assistant multiple times with a Windows 10 Creators update 64-bit ISO. Every time I try, I enter my admin password, it reboots, and immediately loads to macOS. rebooting while holding option doesn't show any Windows partition available to load. It does not ask to create a USB drive. I've tried plugging in a USB DVD drive with Windows 10 and holding c during boot. I do have FileVault enabled. Any ideas why it doesn't load Windows? I've read it's supposed to boot to Windows once Bootcamp Assistant is done.
