Verizon specific unlocked Blackberry KeyOne?

So I want a KeyOne. Best buy lists two devices: "BlackBerry - KEYone 4G LTE with 32GB Memory Unlocked Cell Phone for Verizon - Silver"

and "BlackBerry - KEYone 4G LTE with 32GB Memory Cell Phone (Unlocked) - Silver"

( http://www.bestbuy.com/site/blackberry-keyone-4g-lte-with-32gb-memory-cell-phone-unlocked-silver/5844003.p?skuId=5844003&ref=199&loc=AKGBlS8SPlM&acampID=1&siteID=AKGBlS8SPlM-YlUAIcioOqgKebAmgIuv5Q )

The former is out of stock, the latter is not. Is there some special reason I must buy the first one? if so, what's the point of it being unlocked anyway?
