Canon couple

After playing Persona 5 I noticed that the fortune teller tells you that she read your fortune and she sees the empress, wich as we all know is Haru. Does that mean that the official couple would be Haru? Because I have seen people assuming that Makoto is supposed to be the official. What are your thoughts on this?
