Do you think that the murder of Justine diamond is an act of hate or police incompetence?

The more information I hear on the story the more it sounds like this police officer went out of his way to target this woman intentionally. Do you think that this type of case and other cases like this may say something more about bad police training in the USA than police being racist or misogynist?
