Location of Resource Group vs Location of Instance/Resource

I have a RG in East US and have a VM in East US and another VM in West US in the same RG.

If something happened in East US, will my VM in West US still be accessible? From my understanding, the resource group meta data would be stored in East US - similar to how DNS Zones are managed.

So I'm just curious if it'll affect my West US VM?
