How long do you have to file an appeal from PTAB to Fed Circuit, or Civil Suit in E.D. Va?

I'm looking at MPEP 1216 right now. 37 CFR 90.2 seems to indicate it's 63 days, but 35 USC 145 says 60 days. Also, Fed Rules of Appeal Rule 4 says 60 days if against a US agency or officer.

Anyone know if it's 63 days or 60?
