Installing Mods and BLT

So I've just installed the BLT files (A mod folder and a .dll file) and dragged them into my PayDay2 directory. Currently I am seeing no changes in my game, I cant access any mod menu. I have also installed 3 parts of the Basic Voices Reborn mod but those arent showing up either.
