Some questions on Net Neutrality

If Ajit Pai goes through with what he wants to do and Verizon and Comcast win, does that mean that all the ISPs have to have packages such as those seen in a few "Internet without Net Neutrality" pictures? I do not see ISPs like T-mobile or such fighting against Net Neutrality, so if FCC goes through with their decision, are such ISPs forced to follow Verizon and Comcast's footsteps? Or can they still keep up with the packages they have right now and offer unrestricted access? And if yes, wouldn't this causd a majority of customers to move over to an ISP that provide unrestricted internet access in a world without Net Neutrality?
