Arcanine no longer Solo-able?

I just tried for the first time after the update to solo an arcanine raid. I usually could have completed it in a couple of tries with this crew:

Rhydon - 2100 CP MS/E Golem - 2450 CP RT/SE 2 Vaporeon ~ 2700 CP WG/HP Ttar - 3100 CP B/SE Dragonite - 3200 CP DT/H

I tried it today and it had the moveset I usually see, FF/C, and I struggled to get it into the red. Did I miss something? Did Niantic change something?

Edit: Niantic has addressed this issue! Should be fixed soon.
