Reinstalling fork cap without taking the forks off

I am replacing my left clip on handlebar on my CBR250R after a minor crash at the track. Rushed it and did not notice all I need to remove was the ring to take the clip on off and instead took the fork cap off as well.

Do I need to remove the front tire or fork to put it back on? Or do I push hard to catch the groove and keep tightening until I do not see the o-ring and torque wrench it to spec?
