What is happening to my game???

Recently some strange things have been occurring to me client-side. I dunno what causes them or why, but it's weird. Example 1: For whatever reason, this player on the enemy team named Killer_Cookie has the intel outline around him, and I can see him through walls because of it. Another thing that happens that seems more common is enemies and allies become invisible, ones who aren't even spies. They can even shoot still. However, just like a cloaked spy, they are revealed via fire and other revealing conditions, other than bumping. What is going on?!
