Can't turn on/POST

I'm pretty sure I've got everything plugged into the motherboard such as the 24 pin and 8 pin connectors. The RGB lighting comes on as well which shows it's getting power but when I press the start button on the mobo it doesn't do anything. I've also tried jumping the connection but I'm not too sure I've done that right. Full specs:
