[Suggestion] PC for general use, possible gaming, under US$500

My current PC is an 8 year old Dell that's finally sputtering to an end. I've been out of the PC buying game a long time and PC gaming even longer and have no idea where to start. I don't currently play games but I'm starting to sour on consoles and might come back to the PC soon. Looking to spend around $500 for the PC alone and would also like some recs for a new monitor so I can run two displays. As you can tell I like to keep my computers for a good long time so I would be willing to spend a bit more to get something a little more future proof as well. Thanks!

1TB HDD

Decent CPU

At least 8GB Memory

Discrete GPU

Optical Drive (DVD-RW is fine)

Plenty of USB ports

Wi-Fi is not a requirement
