Bank owned house wants cash

I was looking at a house and more than willing to buy, i was preapproved for the mortgage and everything but due to there being a leak in the pipes they can not turn the water on, causing them to want a cash offer with a large down payment.The location of the leak is known and I am willing to pay to have it fixed before buying. But they will not allow it. Is there anyway for me to get the bank to accept a mortgage and not a cash offer?
