I'm having bizarre mouse stuttering/lag. I've tried many different things. [GIF inside]

I've turned off vertical sync, I've tried turning on and off raw imput, I've optimized my fps, etc. I will say that I am playing on a wireless mic with a lazer, but it hasn't done this before. The only thing I've done is change my monitor to a slightly bigger screen, which shouldn't have anything to do with making my mouse less fluid. When it lags, as you can see, it creates sort of a "dit dit dit" stutter to try and catch up with being fluid. Also within this time, the shoot button becomes unusable, until the stuttering stops. Is my mouse just simply taking a shit? It works completely fine when I play other games besides CS.
