Weird sound emitting from Heatsink! (Possibly?) seems loudest near the heatsink!

Gonna write this as short as possible. Basically, I built a PC laste week, everything is amazing apart from this sound. Sound comes from the heatsink I beleive (90% sure) and it's a continious beep with a faint struggling/scanning sound which cant be heard until you put your ears closer to the source. My CPU is the AMD FX 6300 Black Edition 6 core bla bla bla with the stock heatsink... can anyone tell me if this is normal or an issue? I can possibly link to a soundclip or videos of the sound if needs be but i need to know how.

EDIT: This sound is very random, it can last for hours, a few minutes and same thing applies for this issue to not happen
