Need help dealing with griefer :(

So I've just made it to Quince (on PS4) and have been grinding surface scan missions in my basic sidewinder (to crash after scan/respawn back in starport) and there is a CMDR that absolutely will not leave me alone. Every time I've logged on in the past couple of days he finds me and harasses/message spams/inderdicts/tries to kill me. He has truly ruined the Quince system for me lately and I have no idea how he keeps finding me.

I've tried reasoning with him (to no avail), and I'm too new to this game to really be able to defend myself. What can I do--aside from playing solo--to get this dude to leave me alone?
