How to refine shards into enchantments ?

Hello fellas, the other day I got some feytouched shards but when I tried to transform them into an enchantment it always said that I got only 1% of chances to upgrade, I tried some times and obviously never worked.

I only tried with cheap wards but on the other hand the expensive ones costs about 1m in the trade house so it seems that there is no point in trying to upgrade them and I should just buy the enchantments.

Am I wrong ?
