[Debt] Got a Hospital bill in another state?

Backstory:

Family and I lived in Florida in late 2016. Hurricane Mathew forced out of Jacksonville, and we went to Montgomery, Alabama. I got hospitalized, and went to the E.R. but was covered under Florida's Medicaid. Just recently I got a bill in the mail. I called the collector and recorded the phone call, repeatedly telling him my Medicaid should of covered it all. He said I was wrong.

Does anyone know if state medicaid covers in other neighboring states?

edit: I should clarify that we were only in Alabama for two weeks and then went back to Florida but I am currently living in Tennessee.
