Can we get an official statement about trolling in ranked?

Yes, I know, another post about trolling in ranked. But I think this problem has sky rocketed lately. I'm a casual HotS player and my job only allows me to play 2-3 games max per day. I don't like playing QM as I don't think the random team comps can provide a good representation of your skills. I also don't play Unranked because you seldom get a proper team comp, people will play the hero/role they want. This leaves me ranked. I used to enjoy HL a lot. The games were close, sometimes butt clenching. Fast forward to 2.0, I feel like every games is just a roll of the dice. The team with the least amount of afkers/flamers/trolls wins. Literally my last 3 games had a person that decided to throw cuz 'the game was already lost in draft, gg retards, I don't want to waste my time'. In all the cases, my team reported those person, and, after the games, I contacted each enemy team member and asked them to report the person in cause. However, I have the feeling this is for nothing. I'm asking myself, does Blizzard has any plans to address this issue? Ranked should be the most important, serious, game mode.
