What even are the felin?

Basically, author appeal and the first custom species for Starbound ever publically released in a playable state. But mostly author appeal.

The felin are a folk of bipedal feline creatures. Though one might think "felin" and "feline" are cognates, they are not -- the word derives from fel, 'people'. It is usually next to impossible to tell if a given felin is male or female, assuming they are fully dressed, as there is little to no sexual dimorphism. As such, both male and female felin look the same. The lesser-informed might call them androgynous, but the author feels this misleading as the felin lean more towards looking female than anything else, with relatively wide hips and small waists. The women almost never have breasts, but the men almost always have womanly hips, making inter-species dating a daring endeavor. Their overall liberal stance on gender does not help, and the concept of gender-specific clothing is as alien to them as anything. Compared to all the human cultural stick-ups, this is almost refreshing. (From A Comprehensive Guide to the Felin, in-universe)
