$200 deposit

I'm a transfer starting this fall from MDC for the econ program. The advisor who's been helping me at fiu told me I need to pay a $200 deposit which is refunded after I pay my classes. After paying it and doing research I found out its not refundable and used towards future fees? Can someone explain what the deposit is for
