Should there be a problem for me getting a new jio sim?

So the other day I asked this local vendor (in Bangalore) whether I could get a new jio sim. He said, I couldn't get one because my aadhar was made in Lucknow. I'm not sure why he said that so I'm planning to visit another vendor tomorrow. Any idea as to why this should be happening?
