[IDENTIFY] Seiko 5 Price Check

Hi everyone, been a lurker for a bit and was looking to get into the world of watches. I've been offered a Seiko 5, I'd say probably 70% new, for around $38 USD and I was wondering if anyone would be able to tell me if it was worth it for the price or not.

The owner says it was produced in 1984 and has had a new front glass put on. The watch strap is custom made by him too. Please let me know if I should ask him anything else about the watch.
