Someone knowledgeable please help me understand trade exceptions

I have a tenuous grasp (at best) of what they are and how they help/hurt the Bucks. Can we leverage those exceptions to help us jettison some bloated contracts (looking at you Henson/Telly) that are hampering the team's flexibility?
