How to unlock Benny's garage?

I just started playing online for the first time, I haven't played the story on this account. I played through it on another account but that was before the DLC came out. I'm a rank 2 and have been waiting for the call from Lamar but haven't received it. Are there any other requisites I have to meet to unlock it?
