Why is the consensus so high on T.Y. Hilton given Andrew Luck's Injury?

He hasn't participated in training camp and he's non committal on starting Week 1. He hasn't thrown a football since last year, how can we expect TY Hilton to match his end of the first round ADP (in ppr)?
