anyone else think scouts should be given more than two flares?

more than half of the time i pop off both my flares i cannot find a support willing to take a second of their time to drop a pouch/crate. the only reliable way to get resupplied sometimes is to skip revive (and as a secondary medic player, it's horrible i have to do it). thoughts?
