Can't connect to most websites

When I try to connect to most websites it keeps loading and says 'This site can’t be reached

213.158.173.252 took too long to respond.'

the url changed to an ip adress like http://213.158.173.252:9094/?url=plug.dj/radiant/ and that's it.. It's the same for most sites, same ip. Would really appreciate some help and sorry for no screenshots, I can't even go on imgur to upload one :(
