Having trouble against Jhansi as Xayah

Currently still climbing up to level 30, 15 at the moment. Legitimately 9 out of 10 games I play have a jhin. The few that don't I dominate the other ADC but I just can't figure out how to not get chunked to half health at level 2 and every other level after that for the entire game. It doesn't help that the vast majority of them are smurfs, but such is life. I'll sometimes play with a silver 5 guy and do quite well, not blindingly good or anything but holding my own at least. But then I go back to solo q and go 1-397 against yet another jhin smurf.

I've pretty much figured out by now that Xayah is just a weak pick into jhin because you can't really ult over his cc or his ult consistently and he doesn't need to chase you to get kills which is a part of the win condition for Xayah. I generally try to wait for him to use his 4th shot on a minion before going in or poking, but then I just get CD spammed anyway. But I'm still hoping to get some pointers against jhin in general or as Xayah in particular if you've got any experience there.
