Necro's ATT

So we all know that DECA upped Necro's ATT cap a few months ago. However, they didn't change Necro's ATT per level, so although Necro is better maxed, it's now way harder to max ATT, and is essentially still as bad unmaxed as before.

DECA fix pls.
