5e proposed ruling on Time Stop
The Time Stop spell is completely underwhelming for a 9th level spell. Time resuming when you hit someone, or even touch them is unfortunate and can be interpreted to mean that as soon as you declare an attack time resumes.
I believe this should not be the interpretation used in game because of the way the spells description is worded and for the sake of balancing a horribly underpowered spell.
The spell says: "This spell ends if one of the actions you use during this period, or any effects that you create during this period, affects a creature other than you or an object being worn or carried by someone other than you."
This means that for one of your actions to end time stop, the action must successfully affect the target of your action. This suggests that should you swing a weapon or cast a spell at a creature, if the creature saves or you miss it's AC, time would not resume. You would have 1d4+1 more turns to try your action again and make it work.
I think even this does not make sense. If time is stopped an opponent's body cannot defend against an attack and their mind cannot think or resist a spell. I should think that instead of making the wizard try 4 times to cast their spell that attack rolls automatically hit and enemies automatically fail saves. It might even be apt to apply the paralyzed condition to all creatures who are frozen in time. After the first attack or spell is resolved time would resume. This is not so good for multiattack, but wizard can't do that anyway.
This is the ruling I will use DMing and I hope that others will consider it for their games.
