Is the base game have enough content to sink several hours without the need of the expansions ?

Because i'm not rich, have a pretty limited budget and I don't have 80$ CAD to spend on both the base game and the expansion, so is the base game have enough content to sink several hours without the need of the expansions ? is the base game even receive update from devs or they just don't add content for those people with a limited budget ? because 40$ is a lot of money for me and I don't want to waste it on a base game that is a 'incomplete experience' if you don't have all expansions.

anyway I'm waiting for your reply and thanks again
