Frame rate locked?

Hi, I'm fairly new to Cs as I only have 50 hours on the game. I have an i7 7700k @4.2 ghz. Gtx 1080 overclocked to 2.1ghz with 8 gb of vram. 16 Gb ram @3200mhz. But even on the most potato settings with 0 aa at 1080p. I still only get around 290fps. I've seen you tubers with specs way worse then mine get 500-600 fps. So my question is. Is there a frame cap or something????? EDIT: I made some mistakes in my post.
