How to discard broken items on a ship and replace with your own

This is absolutely insane that it's this difficult to transfer items to a new ship.

1. I can successfully transfer items from my ship to new ship
2. I can discard my current ships technology
3. Cannot discard broken technology (shield, hyperdrive, pulse engine) on new ship. There's no sound or tooltip telling me that I can't do it.

So am I forced to repair those items on the abandoned ship or can I use my own? It's completely unclear.

Also googled the entire internet and I'm apparently the only person experiencing this.
