indi Hotline Miami looking game with neon characters sent in a future setting?

There was a game that was, I believe, announced around the same time as Ruiner. Except instead of gory, it was more T for Teen but it had an interesting look to it. I remember most, if not all, the characters looked more like holograms than real people and I think it had a slow down function. I was really interested in it and still am, I THOUGHT I had added it to my wishlist on steam but I didn't (It probably wasn't up there at the time and forgot it wasn't.) and now I cannot remember the name. Anyone know?
