WB and MR Problem (celebi)

so , basically I currently have a team based on celebi arceus and char x for riot and wb , and it really helps me , but I noticed that my celebi that I just got with 1700 spd makes nearly double the damage than my celebi with 2000 speed.Any reasons why, and how to fix it? how much speed to I need more to have it consistant ?
