How were the odyssey skins chosen?

HiRez said that the skins we voted on were gonna be based off of concepts that were created by the community. As we know, some of those concepts weren't even on the forums and instead of using concepts created by the community they decided to do an elemental theme for all of the hunters in the final phase. Why did you hirez do a theme when they said the community would have input and why did the community not have an input on this? Would like to see an answer to this question from Ajax so hopefully it gets popular enough.
