Permanent Resident Travel Document - Applying within Canada

I am a newly landed permanent resident in Canada and am expecting my PR card to arrive at the end of October as per the current processing times posted on the CIC website. I reside in Vancouver, BC and am planning to travel to the States for a work event and my return flight to Vancouver is booked for Oct 3. I have requested urgent processing of my PR card on these grounds but got rejected. So now I am looking to apply for a PTRD. Looks like since I am in Canada I have to apply to the VAC in Los Angeles. I gave them a call to inquire about mailing instructions and processing times but ran into answering machine, no agent to speak to. My biggest concern is that I won't get my passport back before Sep 23 which is when I am leaving Canada. Need processing times for PTRD and mailing instructions. Would appreciate any information, thanks!
