multiple update regection from google play

after couple of tries to submit an update to our app, each time google play reject the update and send same email to us. which declares that we have a service that upload user contacts without clear disclosure.

we've tried to add a pop up before the first use of contacts screen which requires user acceptance to proceed otherwise we didn't upload his contacts to our servers. we've sumbited this update and google play rejected it for the same mentioned reason.

we again have tried to solve this problem with adding an agreement sentence before registeration that ask user to read our privacy policy before he using our app, google rejected it too.

so our last hope to solve this issue was adding a webview showing our privacy policy with accept button which is enabled only at the end of the page. and we're shocked that google play rejected that version too.

I don't know wht to do to make them accept the update.
