Is this NS-2 worth $20?

I found this at a local pawn shop for 20 USD. I'm new to pedals and have yet to get a noise gate, although I'm not sure if I even need one or if this is a good deal. It's scratched up and a bit dirty, but I think it can look decent if I clean it up a bit and remove the rest of the sticker. It still works as far as I can tell, although I don't know how to test the return and send functions. Is $20 a good deal, or would I be better off saving my money?
