Is a statement of the form "X" the same statement as one of the form "it is true that X"?

For example is the statement;

"I went to the bank"

The same statement as;

"It is true that I went to the bank"?

Does the invocation of the concept of truth in the second statement make any different from the first, or does the first already contain within it all that is in the second?
