[PC/Unknown][about 2016]indi Hotline Miami looking game with neon characters in a future setting?

Platform(s): PC, I know know the rest Genre: isometric shooter Estimated year of release: 2017/18 Graphics/art style: Neon characters, possibly sprites I cannot remember Notable characters: Blue female protag Notable gameplay mechanics: Hotline Miami, possible slowdown function Other details: There was a game that was, I believe, announced around the same time as Ruiner. Except instead of gory, it was more T for Teen but it had an interesting look to it. I remember most, if not all, the characters looked more like holograms than real people and I think it had a slow down function. I was really interested in it and still am, I THOUGHT I had added it to my wishlist on steam but I didn't (It probably wasn't up there at the time and forgot it wasn't.) and now I cannot remember the name. Anyone know?

SOLVED I remembered it was on Steam Greenlight and went back and check the stuff I followed there and I found it.
