[QUESTION] Why are some apps not compatible with ios 6, 7, 8, etc.

Does it have to do with the SDK or something? Or is it Xcode?

Also, if an App says it is compatible with iOS 6, can I download it on my mac via iTunes and then install it on my iPhone later?
