Only certain snitches get stitches? [minor spoiler]

Rewatching for probably the fifth time. Why is it that Randy (one of my top three characters) gets so much hate and violent backlash for snitching (which he didn't even really give much information) and yet, Bubbles is a known informant, often meeting with police out in the open and nothing ever comes back on him for it? His only attacks where from the guy who was consistently robbing him and had a personal vendetta that had nothing to do with ratting out anyone.
