Modding/Editing careers

Don't know if this is the best place to post this but I don't know where else to go.

I want to change the job titles, pay, and work days/hours for the Law Enforcement career in TS3. Is there a way to do this in the existing game files? Or do I need to make a completely new mod for this? Can anyone help me out here?
