Pets in public shopping/stores

There are few things that will set me off the way seeing someone bring their pet in a store.

On two different occasions, I saw people with dogs in a grocery store (same store, different people). One was cradled in a person's arm, and another was sitting the baby seat section. They were small, like a yorkie terrier, and the other was who knows, but smaller than a cat.

Another time I was in Marshall's/TJMaxx and some girl (mid-20s?) came in, with this nasty ass dog straining at the leash. She was leaning backward as they walked through the store, that's how hard he was pulling. This was not a small dog, I'd say about lab-sized, except it was skinnier (not a lab).

I've also been outside on a restaurant patio, and had someone bring their dog to the patio - I was disgusted, but it wasn't as bad, maybe because we were outside.

However - the three times I've been in stores, I became fucking outraged. Furious. Livid. I didn't know what to do. When I got to the register, I asked the cashiers about it. The grocery store cashiers (teenagers) basically shrugged and said they didn't know. The Marshall's cashier seemed embarrassed and said, "I don't think we allow dogs but sometimes people just bring them in here I guess." Obviously I wasn't going to take it any further/out on these kids, so I left it at that.

Ok, so what would you guys do? Would you confront the pet owner? When I was at Marshall's I almost did go off and say "Get that nasty fucking dog out of this store! What the fuck!" which is completely out of character for me - I am not confrontational in the least. I feel like if I confronted the pet owner and there was a 'scene' that the store management would at least side with me, right?

I don't like the idea of making a scene though. I could tell management, right? But I hate to make their day horrible by being a complaining customer just because some dumbfuck can't be separated from Fido for an hour. Also, they might not care, not even do anything about it.

Have you seen this? Have you said anything? Any suggestions for me?
