How do I know when and with whom to refinance my student loans and avoid scams?

I got a text this week that said,

"Your application for forgiveness of your student loans is Approved but incomplete. If you are still trying to process your application to get your student loan forgiven, we need to hear back from you as soon as possible. This is the only option you have to not pay the full balance and back to your loans. Please call XXX-XXX-XXXX" (edited out phone #).

I haven't signed up for anything, so I suspect this is a scam. Is it possible I'm eligible for student loan forgiveness? What is the real story?
